The meeting was called to order by Barbara Carroll.
A. Rollcall was taken by Kathleen Foster, Assistant Corporation Counsel, in the absence of Mary Blair, Board Secretary : 8 present (Carroll, Bixby, Hobson, Tramontana, Smith- Bogan, O’Sullivan, Johnson, Spirito ) ; 6 absent ( Blair, Gootkin, McIver, Wright, Washington, Ribiero) . Meeting was also attended by two representatives from the Office of Corporation Counsel, Kathleen Foster and Roderick Williams, as well as Capt. JoAnn Peterson. Coordinator Reginald Thomas was not present.
B. Approval of Agenda
Motion to approve the agenda made by Ann Tramontana; seconded by Robert Spirito; approved unanimously.
C. Approval of Minutes
Motion made by Robert Spirito to accept the minutes; seconded by Ann Tramontana; approved unanimously.
D. Coordinator Remarks
Reginald Thomas was not present, but sent his report (see attached). Ann Tramontana inquired as to how many 2007 cases CRB read. Capt. Peterson reported that 119 of 167 civilian complaints filed in 2007 had been closed. Therefore CRB members had the opportunity to read 119 cases. Motion made by Ann Tramontana to accept the Coordinator’s Report; seconded by Barbara Carroll; approved unanimously.
E. IVE Remarks
Capt. Peterson reported that Lt. Melendez and Sgt. Catania had begun working on the backgrounding of candidates for both police and fire recruit. She also reported that IA was undertaking new initiatives to inspect road jobs and other safety compliance issues.
F. Open Floor
Meeting was attended by Wayne Hobbs, a former member of the CRB. Consideration of conflicts of interest in connection with new members was discussed.
G. Subcommittee Reports
Robert Spirito reported that the Downtown management team was attempting to collect a list of all the management team members throughout the City. Maureen O’Sullivan reported that Quinnipiac East had met with their new supervisor, Lt. Hoffman.
Robin Hobson reported that Lt. Costin had met with the Beaver Hills management team and that the topic of former inmate re entry was hotly discussed. She advised that another management team meeting regarding this pressing issue was scheduled for February 19. All present were invited to attend.
Kathleen Smith-Bogan reported that Dixwell was completing letters of recommendation for agencies that are requesting funds.
Barbara Carroll reported that Morris Cove had also met with Lt. Hoffman.
H. Executive Session I. Unfinished business Consideration of changing the start time of the meetings to 6:15 was tabled. The Coordinator was to be directed to poll members as to their opinion on start time for the CRB meetings.
J. New Business Training for members of the CRB will be held at the Police Training Academy on March 13, 2008. Training announcement was distributed.
